Fair Housing Case Development and Test Coordination (Five-day course)
Description of training courses: These training courses will teach new and seasoned test coordinators, investigators, staff attorneys, and executive staff how to build and file compelling cases, and conduct mystery shopping, also known as testing, of different housing transactions. Participants will be taught by national fair housing enforcement experts the mechanics of case development and test coordination, when to use the various types of testing approaches, how to develop tester profiles and select Subjects of Interest. The goal of these courses is to help fair housing investigative agencies to execute sound case development approaches including testing programs that produce strong evidence to address housing discrimination where it exists.
Fair Housing Investigator's Intake and Complaint Processing (Five-day course)
Description of training course: This Fair Housing training will teach intake specialists, investigators, staff attorneys, and executive staff the fundamentals of the fair housing laws, and how to enforce the fair housing laws by conducting an investigation in compliance with the Fair Housing Act, (42 United States Code §3601 et. seq.), and its implementing regulations (24 CFR 100, 103 and 125).
Subjects covered include: the history of fair housing; overview of the Fair Housing Act, including prohibited acts, time limits, and exemptions; accessibility issues; theories of discrimination; how to conduct complaint intakes; how to establish jurisdiction and perfect complaints; how to develop investigative plans; establish prima facia cases and defenses; how to conduct interviews and request documents; and how to draft Final Investigative Reports (FIR's) and determinations in accordance with the law and the HUD Title VIII Investigator's Handbook.
Advanced Fair Housing Investigations (Five-day course)
Description of training course: This training will prepare new and experienced investigators to successfully navigate the Fair Housing Investigative Process. This training includes substantive sessions on the following subjects: Fair Housing Investigative Process, Disability and Accessibility Issues, Conciliation and Writing for Investigators.
Fair Housing Investigation Process - In this session Investigators will expand their competence in using the prima facia case analysis and examining respondent’s defenses; utilizing investigative discovery techniques including interviewing, document requests, and onsite inspections; and explore evidentiary standards in fair housing cases.
Disability and Accessibility Issues - This session offers a broad exploration of issues affecting people with disabilities in housing transactions. Topics include: History of the disability rights movement; disability and accessibility laws, regulations, and guidance; the Fair Housing Act’s coverage of disability, including reasonable accommodations and modifications, and design and construction accessibility standards; prima facia cases and respondent’s defenses; special issues related to investigating and conciliating disability complaints.
Conciliation - This session will prepare investigators to have more successful outcomes through the conciliation process. Subject matter will include: The Fair Housing Act’s mandate to conciliate; overview of the conciliation process; models of conciliation; role of the Conciliator; preparation for success; overcoming barriers to conciliation; interest based conciliation; relief available through the process; standards for resolution; elements of agreements; documenting the process; best practices; and monitoring agreements. Participants will engage in a mock conciliation.
Writing for Investigators - This session will help participants improve their effectiveness in drafting the documents that are part of the fair housing investigative process. Topics include: writing the summary of allegations and defenses; drafting requests for information; summarizing documents; writing findings and conclusions; drafting Final Investigative Reports (FIR); drafting determinations; and briefing supervisors, commissioners, and legal counsel on the investigators findings.

Description of training course: This training will prepare new and experienced investigators to successfully navigate the Fair Housing Investigative Process. The course will allow participants to get hands on experience by conducting every aspect of complaint investigation and processing. Participants will learn how to conduct a complaint intake, draft the complaint, draft an investigative plan, conduct an interview of the parties and witnesses, draft a request for information, draft a Final Investigative Report, draft a determination, and brief supervisory staff on the determination.
Fair Housing Leadership (Five-day course)
Description of training course: The purpose of this training is to increase the knowledge and skills of fair housing professionals to improve the quality of services they provide to their jurisdictions. This training will include substantive sessions on the following subjects: Leadership in Fair Housing, State of Fair Housing, FHAP role in AFFH, and Systemic Investigations.
Leadership in Fair housing: This training prepares participants to successfully confront the challenges of fair housing leadership in the 21st century. Topics include: Leadership in a civil rights organization; creating vision statements and strategic planning; working with boards and commissions; managing and training staff; supervising investigations including, overseeing investigative planning, reviewing FIR’s and determinations; and fiscal oversight.
State of Fair Housing: This session will examine the history of fair housing, the state of fair housing in 2021, and planning for the future of fair housing. This training will also explore how to build the programs and partnerships, and take actions necessary to advance the cause of fair housing.
FHAP role in AFFH: The duty to Affirmatively Further Fair Housing (AFFH) has been an important mandate of the Fair Housing Act since 1968. FHAP agencies are the most informed government stakeholder about fair housing issues in their community and therefore play an essential role in assessing and addressing impediments to fair housing choice. This session explores the important role of FHAP agencies in this process. Topics include: taking a leadership role in fair housing planning and the AFFH process; and working with a variety of stakeholders to further provisions of the Act.
Systemic investigations: FHAP agencies have authority which is substantially equivalent to the Secretary’s authority under the Fair Housing Act to initiate systemic investigations through commission or director initiated complaints. This session will explore how to develop and file systemic complaints in the areas of mortgage lending, homeowner’s insurance, accessible design and construction, and other practices which otherwise make housing unavailable or deny housing opportunities. This session will explore how FHAP agencies can individually or collectively enforce the fair housing laws through systemic investigations.

Description of training course: This is a participant centered training that will prepare fair housing professionals to conduct all aspects of fair housing education and outreach. The goal is to teach attendees how to promote the core values of and increase the enforcement of the Fair Housing Act. It is designed to produce fair housing professionals who are prepared to educate the general public, inform the housing industry of their responsibilities, better inform the fair housing community, effectively utilize existing resources; educate public policy makers and elected officials regarding important fair housing issues, and increase fair housing compliance of HUD program participants. Training session topics include:
Overview of Fair Housing: History, laws, major players, fair housing infrastructure, core values, and enforcement process.
Conducting training for various audiences: Making more effective presentations; providing training for industry professionals; appropriate training for staff, boards, commissioners, and program participants; explaining fair housing rights and processes to the public; conducting public meetings and community engagement events; training as part of voluntary compliance agreements; accessibility training; and training for LEP community.
Conducting Outreach: Conducting more effective public outreach; reaching marginalized populations; building fair housing partnerships and coalitions; addressing “NIMBYism” and community opposition; organizing and holding public fair housing events; effectively utilize social media; and measuring and reporting on the success of outreach.
Fair housing policy and planning: Affirmatively furthering fair housing through education; utilizing currently available training materials prepared by government, industry, and the fair housing community; and giving testimony before policy makers.
Education: Teaching fair housing in the public schools, colleges, and professional schools; developing and utilizing reports, studies, AI’s and fair housing assessments; and use of webinars and distance learning.
Exploring E&O resources and best practices: Resources for fair housing training; use of internet resources; national media campaigns, advertisements and PSAs; affirmative marketing; and harnessing the power of volunteers.
Affirmatively Furthering Fair Housing Training (One-day course)

Description of training course: The purpose of this course is to educate local zoning officials about their obligations to under the AFFH and discriminatory impact of legacy zoning standards. These program participants will gain a general understanding about how to produce an Analysis of Impediments to Fair Housing Choice (AI) that will improve the quality of life for everyone within their jurisdictions, especially for those who are protected under the Fair Housing Act, as amended.
This training course will cover an overview of the history of housing discrimination in America, the Fair Housing Act, as amended (42 United States Code §3601 et. seq.) and other pertinent federal civil rights laws. Participants will be guided by national fair housing planning experts through the components of the AI, how currently legacy Zoning and Land Use planning can perpetuate segregation and discrimination, HUD-provided data, best practices for community engagement and key stake holders consultations to identify fair housing issues, and prioritizing and setting fair housing goals to address these fair housing issues.
Fair Housing training for Public Housing Authorities, Housing Finance Agencies, local and state housing providers as well as private landlords participating in the RAD and HCV programs (Offered as a two-hour webinar and a one-day course)
Description of training course: This training course will teach new and seasoned housing providers about the fundamentals of complying with the Fair Housing Act, as amended (FHA). It will start with an overview of the history of housing discrimination in America, the Fair Housing Act, as amended (42 United States Code §3604), prohibited acts, and other pertinent federal civil rights laws. Attendees will learn about the Affirmatively Furthering Fair Housing regulation, and provisions and protections for Persons with Disabilities under the FHA.
Capitalizing on the Assets of FHAPs and FHIPs in the production of the Analysis of Impediments to Fair Housing Choice. (One-day course)
Description of training course: FHAPs and FHIPs have a huge opportunity to guide, advise and influence the improvements in the quality of life for everyone within their jurisdictions, especially for those who are protected under the Fair Housing Act, as amended.
This training course will start by covering the history of housing discrimination in the United States of America and the requirements of the Affirmatively Furthering Fair Housing (AFFH) regulation. Attendees will then learn how their roles and experience as local fair housing experts, can serve in the production of the Analysis of Impediments to Fair Housing Choice and the implementation of AFFH.
An overview of HUD’s Affirmatively Furthering Fair Housing Online Data and Mapping Tool (Offered as a two-hour webinar and a one-day course)
Description of training course: Come learn how Cities, Counties, Public Housing Authorities and States can use HUD’s Affirmatively Furthering Fair Housing online mapping data tool (AFFH-T) to produce their Analysis of Impediments to Fair Housing Choice (AI). Participants will be given a tour of the updated features and functionality of the AFFH-T. Then the training will focus on how to generate tables and maps at the jurisdictional and regional levels to produce an AI.
Fundamentals of the Section 3 program (Offered as a two-hour webinar and a one-day course)
Description of training course: This training course will teach public and private housing professionals about the fundamentals of complying with HUD’s Section 3 program. It will start with an overview of the Section 3 program, the Davis-Bacon Act and other pertinent federal laws. Attendees will learn about best practices and approaches to ensure program compliance that creates robust job and economic development opportunities for low- and very low-income communities.
